Pentagon Puts Iran War Price Tag at $29 Billion as Base Costs Remain Excluded
Acting Pentagon Comptroller Jules W. Hurst III told House and Senate appropriators on May 13 that the cost of U.S. military operations against Iran has risen to $29 billion, an increase of $4 billion from the $25 billion estimate he delivered to the House Armed Services Committee on April 29 [1][2]. Hurst appeared before back-to-back defense subcommittee hearings alongside Defense Secretary Pete Hegseth and Chairman of the Joint Chiefs of Staff Gen. Dan Caine, who testified in support of the administration's proposed $1.5 trillion Pentagon budget for fiscal year 2027 [3][4]. The operation, designated Operation Epic Fury, began Feb. 29 and has now entered its third month, with the Strait of Hormuz remaining closed to commercial traffic [5][6].
Hurst attributed the cost revision to updated calculations for equipment repair and replacement, as well as ongoing operational expenses for sustaining forces in the theater [7][8]. Of the $29 billion total, approximately $24 billion is tied to equipment repair and replacement costs expended in the conflict [9]. Hurst cautioned that even the revised figure is incomplete: it excludes the cost of repairing U.S. military installations in the Middle East that sustained damage in Iranian counterattacks [10][11]. He told senators that the Pentagon cannot yet calculate those repair costs because the future posture of U.S. forces in the region remains undecided, the scope of reconstruction is unknown, and the share of costs that allied and partner nations will absorb has not been determined [12][13].
The $29 billion figure sits well below competing independent assessments. Rep. Ro Khanna estimated in April that the war's broader economic toll, incorporating higher gas and food prices, approaches $631 billion, or roughly $5,000 per American household [14]. Harvard economist Linda Bilmes has projected the total long-term cost at $1 trillion [14]. A separate analysis by Stephen Semler of the Security Policy Reform Institute put direct operational and weapons costs at $72 billion over the war's first two months [15]. Hurst acknowledged the disparity between the official figure and outside estimates but expressed confidence in the Pentagon's munitions-cost methodology, telling one lawmaker he found certain independent munitions tallies "a little high" [16].
The administration's legal justification for the conflict rests on Article II executive authority. Hegseth told the Senate subcommittee that the president possesses "all the authorities necessary" to resume operations if he chooses to recommence, and that no congressional authorization under the 1973 War Powers Resolution is required [17][18]. Sen. Lisa Murkowski, a Republican from Alaska, disputed that position, citing the Resolution's 60-day clock and noting that the 50,000 U.S. troops and more than 20 warships deployed to the region, combined with an ongoing naval blockade of Iranian ports and recent exchanges of fire, constitute continued hostilities rather than a concluded operation [19]. The administration has communicated to Congress that combat operations have largely ended, though Hegseth separately told the Senate panel that the Pentagon maintains plans "to escalate if necessary" [20].
Funding mechanics drew scrutiny from both parties. Hegseth and Hurst previously signaled that the Pentagon would submit a supplemental spending request to Congress once a full cost assessment was complete, but the White House has since indicated it does not plan to release such a request [21]. Lawmakers have been pressing for a detailed line-item breakdown covering personnel, munitions, fuel, ship maintenance, facilities damage, and equipment losses [22]. House Appropriations Committee ranking member Rep. Betty McCollum gave the Pentagon a June 11 deadline for that accounting [23]. Sen. Mitch McConnell, chair of the Senate Appropriations Defense Subcommittee, separately warned Hegseth against routing war-related defense priorities, including the "Golden Dome" missile defense system, F-35 production, and munitions replenishment, through budget reconciliation rather than regular appropriations [24][25]. "Political realities will not always allow a party-line budget reconciliation," McConnell said [25].
On the legislative front, Senate Democrats are preparing a seventh floor vote on a war powers resolution invoking congressional authority to terminate the conflict absent a formal authorization for the use of military force [26]. Sen. Jeff Merkley of Oregon is the resolution's sponsor, and a floor vote could occur as early as this week, according to his office [POLITICO]. The previous six Democratic-led resolutions to restrain the operation failed in the Senate [27]. The repeated failures reflect both Republican support for the executive's war powers position and the administration's consistent argument that statutory authorization is unnecessary, a legal stance that remains contested and has not been tested in federal court.
