Israeli National Security Minister Itamar Ben-Gvir posted video to social media on May 20 showing himself touring a makeshift detention facility at the Port of Ashdod, where approximately 430 activists from the Global Sumud Flotilla were being processed after Israeli naval forces intercepted the convoy in international waters earlier that week [1][2]. The footage showed detained activists with their hands restrained behind their backs, kneeling in rows with their foreheads pressed to the floor as Israel's national anthem played in the background [3][4]. In the video, Ben-Gvir waves an Israeli flag over the detainees and tells them, "Welcome to Israel. We are the landlords." [5] A handcuffed activist who shouted "Free Palestine" was immediately pushed to the ground by security personnel as Ben-Gvir walked past [6].
The interception itself carries legal freight. The flotilla, organized under the name Global Sumud, set sail from Turkey with more than 50 vessels carrying activists from at least 46 countries [7][3]. Foreign Policy reported the convoy was approximately 250 nautical miles from Gaza, in the eastern Mediterranean, when Israeli forces moved against it, a location that places the seizure squarely within internationally recognized high seas under the United Nations Convention on the Law of the Sea [8]. Israel has maintained a naval blockade of Gaza since 2007 and has intercepted nearly every flotilla attempt since 2010, citing its right to prevent arms and materiel from reaching Hamas [9][10]. The Israeli Foreign Ministry characterized the Global Sumud mission as "a PR stunt at the service of Hamas" and said the seizure was necessary to uphold that blockade [8]. Ben-Gvir publicly called on Prime Minister Benjamin Netanyahu to imprison the detainees in Israel rather than deport them [11].
The diplomatic fallout was immediate and broad. At least 10 countries, including Canada, France, Italy, Spain, Belgium, the Netherlands, Portugal, Poland, Australia, and New Zealand, summoned Israeli ambassadors to their respective capitals [12][13]. Italian Prime Minister Giorgia Meloni and Foreign Minister Antonio Tajani issued a joint statement calling the footage "unacceptable," demanded an official apology from Israel, and directed Italy's ambassador summoning of Israeli counterpart [14][15]. French Foreign Minister Jean-Noël Barrot wrote on X that he had ordered Israel's ambassador summoned "to express our indignation and obtain explanations," while distancing France from the flotilla's approach [16][17]. Polish Foreign Minister Radoslaw Sikorski announced Warsaw would seek to bar Ben-Gvir from entering Poland entirely, and Italian Foreign Minister Tajani separately urged the European Union to impose sanctions on Ben-Gvir for conducting seizures "in international waters and subjecting them to harassment and humiliation, in violation of the most basic human rights" [18].
The reprimands extended inside Israel's own government. Netanyahu issued a public rebuke, stating Ben-Gvir's conduct was "not in line with Israel's values and norms," while separately affirming Israel's right to block the flotilla [19][5]. Netanyahu also instructed relevant authorities to deport the activists "as soon as possible," rejecting Ben-Gvir's call for imprisonment [20]. Israeli Foreign Minister Gideon Sa'ar publicly rebuked his cabinet colleague on X, writing that Ben-Gvir had "knowingly caused harm to our State in this disgraceful display" and had undone "tremendous, professional, and successful efforts" by Israeli diplomatic and military personnel [21][22]. The Israel Prison Service, which operates under Ben-Gvir's ministerial authority, declined to repudiate its personnel's conduct, stating all actions were "carried out in accordance with procedures" [3].
The U.S. response illustrated a divergence from its European allies. U.S. Ambassador to Israel Mike Huckabee posted on X that Ben-Gvir had drawn "universal outrage & condemnation from every high-ranking Israeli official" and wrote that the "flotilla was stupid stunt, but Ben Gvir betrayed dignity of his nation" [23][24]. That statement, however, came one day after the U.S. Department of the Treasury sanctioned four organizers of the Global Sumud Flotilla under authorities linked to their alleged support for Hamas, with Treasury Secretary Scott Bessent labeling the mission a "pro-terror flotilla" [25][26]. The sanctions targeted individuals affiliated with the Popular Conference for Palestinians Abroad and Samidoun, a Palestinian prisoner-solidarity network [27]. The juxtaposition, European allies summoning ambassadors over detainee treatment while Washington simultaneously designated flotilla organizers as terror-adjacent, underscores a divergence in how allied governments are framing the underlying legal and policy questions: whether the blockade and its enforcement are lawful exercises of self-defense or violations of freedom of navigation and international humanitarian norms [28].
Ben-Gvir leads the far-right Jewish Power party, which holds seats critical to Netanyahu's coalition majority in the Knesset [6]. Canada had previously imposed asset freezes and a travel ban on Ben-Gvir in response to what Prime Minister Mark Carney described as his "repeated incitement of violence" [29]. The Biden administration declined to impose comparable sanctions on Ben-Gvir before leaving office in January 2025, despite a letter from nearly 80 members of Congress alleging he had obstructed humanitarian aid convoys to Gaza [30][31]. The Trump administration subsequently lifted sanctions that had been imposed on violent Israeli settlers, a reversal that critics argued signaled reduced U.S. appetite for constraining Ben-Gvir and his political allies [32].
