President Donald Trump vowed Wednesday to continue military strikes against Iran, citing the downing of a U.S. Army helicopter near the Strait of Hormuz as the legal and operational basis for ongoing action. U.S. Central Command said Tuesday evening it had conducted "self-defense strikes" on Iran in response to the downing of the Apache helicopter. CENTCOM described the operation as "a proportional response to unjustified Iranian aggression" and said forces struck "Iranian air defense, ground control stations, and surveillance radar sites near the Strait of Hormuz." The administration is invoking the President's Article II authority as commander-in-chief as the operative legal basis for the strikes; no War Powers Resolution notification to Congress has been publicly reported.
The precipitating incident occurred Monday evening. The Army AH-64 Apache went down at 7:33 p.m. ET while patrolling regional waters near the coast of Oman. The two crew members were safely rescued and were stable, Central Command said. A U.S. official told Axios the investigation determined that an Iranian drone hit the helicopter, but said the investigation had not determined whether that was intentional. Iran initially denied involvement. Trump declared on Truth Social, "I have just been informed by our Great Military that last night the Iranians shot down one of our highly sophisticated Apache Helicopters while patrolling over the Strait of Hormuz," adding that "the United States must, of necessity, respond to this attack." Speaking to reporters from the Oval Office on Wednesday, Trump said the U.S. would continue striking Iran and pointed to the helicopter incident as justification, according to POLITICO [POLITICO]. He also told Fox News correspondent Trey Yingst he was "getting close" to ordering strikes on Iranian power plants and bridges. Fox News confirmed Trump told Yingst on Fox & Friends that he may keep going, with Yingst reporting, "He says the bully of the Middle East is dead."
Iran's counterstrike followed within hours. In a statement carried by Iranian state media, the Islamic Revolutionary Guard Corps said it launched drone attacks on the U.S. Fifth Fleet in Bahrain and the Ali Al Salem airbase in Kuwait, as well as a long-range missile strike on an airbase in Azraq, Jordan. All projectiles were intercepted without casualties in Bahrain, Kuwait and Jordan, according to their respective authorities. A U.S. official said there were no reports of harm to any U.S. personnel and no confirmed damage to U.S. locations at the time. On the American side, U.S. forces bombed Qeshm Island as well as the ports of Sirik, Jask, and Bandar Abbas. Around 20,000 Iranians lost access to drinking water after two reservoirs were reportedly struck in U.S. strikes, according to the Iranian judiciary's official news agency, Mizan, citing the CEO of Hormozgan Province Water and Wastewater Co.
The exchange took place against a backdrop of stalled diplomacy. Trump said earlier that efforts to reach a deal with Iran were in their "final throes," with a deal possible in two or three days. A senior White House official told POLITICO that "talks still continue" and that Trump "will keep exerting maximum pressure to get a deal done" [POLITICO]. The gap between the parties remains substantive. The U.S. wants Iran to surrender its stockpile of highly enriched uranium, which is believed to be entombed following American airstrikes during the 12-day war in 2025. Iran is refusing that demand and insisting on sanctions relief, as well as the release of frozen assets before any final agreement, a condition Trump has rejected. The two sides are engaged in indirect talks aimed at securing an interim agreement that would halt hostilities, while deferring Iran's nuclear program to future negotiations. A Qatari delegation arrived in Tehran for talks on ending the war, reportedly before Trump's latest threats, with regional and bilateral issues on the agenda.
The Lebanon front complicates any path to an agreement. Iran has made halting Israeli operations against Hezbollah a precondition for signing any deal. Israel's continued strikes on Lebanon came despite Iranian warnings that it would resume attacks on Israel, with Tehran insisting Lebanon must be included in any deal to end the wider conflict. Israeli airstrikes on Tuesday killed eight people in Tyre and wounded dozens of others, according to Lebanon's Health Ministry, prompting Christian religious leaders in the city to call on the international community to prevent further attacks. Israeli airstrikes on Tyre and surrounding areas killed at least 11 people the following day amid an Israeli military warning for the entire city to evacuate. The helicopter incident itself came after Israel and Iran exchanged strikes for the first time since the April 8 ceasefire, with Trump urging both sides to show restraint. Officials have been unable to convert the April ceasefire into a permanent settlement, particularly as Israel intensifies and expands its military campaign in Lebanon against the Iranian-backed militia Hezbollah.
The current escalatory cycle carries significant structural weight. Since the U.S. and Israel began striking Iran on Feb. 28, the war has shaken the global economy, driven up energy prices around the world, and made many basics, including food, more expensive. Iran continues to refuse surrender of its highly enriched uranium stockpile, demands relief from sanctions, and wants frozen assets released before a final deal, all positions rejected by the Trump administration. Iranian parliament Speaker Mohammad Bagher Qalibaf stated before the latest helicopter incident that Trump's public remarks on a possible deal "contradicted the agreed-upon sections," indicating that the U.S. was "neither seeking a ceasefire nor dialogue." With Trump now publicly threatening to expand target sets to critical civilian infrastructure, including power plants and bridges, the legal and diplomatic margins are narrowing. Any strike on dual-use or civilian infrastructure would raise distinct questions under the law of armed conflict, including proportionality and distinction obligations under Common Article 3 of the Geneva Conventions and the customary international humanitarian law principles the U.S. military applies through its standing rules of engagement.
