Iran Agrees to Restore IAEA Access as U.S.-Iran Talks Produce 60-Day Roadmap

Vice President JD Vance announced June 22 that Iran has agreed to allow International Atomic Energy Agency inspectors back into the country, a development Vance called "a major milestone for the American people, and the first step in permanently denuclearizing or permanently ending a nuclear weapons program in Iran." [1][2] Vance made the statement to reporters at the Bürgenstock resort near Lake Lucerne in Switzerland, following the conclusion of the first formal implementation round under a June 17 memorandum of understanding signed by President Donald Trump and Iranian President Masoud Pezeshkian.[3][4] The MOU established a 60-day window to resolve remaining issues, including Iran's nuclear program, sanctions relief, and the status of frozen Iranian assets.[5]

Iran's government immediately disputed the American account. Iranian Foreign Ministry spokesman Esmaeil Baghaei said Tehran had not agreed to any new inspection protocol and asserted that access to damaged nuclear facilities would only be addressed in the context of a final agreement and after "practical steps" to lift U.S. sanctions. [6][7] Iran's ambassador to the UN in Geneva, Ali Bahreini, echoed that position, stating that IAEA access remained a matter for the next stage of negotiations. [8] The public contradiction between American and Iranian readouts reflects a broader pattern: during the week following the MOU signing, the two sides have repeatedly disagreed in public about what the document requires.[9] Treasury Secretary Scott Bessent separately announced a temporary 60-day general license authorizing the production, delivery, and sale of Iranian oil, framing it as part of the framework established in Switzerland.[10]

The procedural context for any IAEA return is legally fraught. Following Israeli and U.S. strikes on Iranian nuclear facilities in June 2025, Iran's parliament passed legislation to suspend cooperation with the IAEA, and President Pezeshkian signed that law on July 2, 2025.[11][12] The legislation, adopted under Article 123 of the Iranian Constitution after clearing the Guardian Council, directed implementation to Iran's Atomic Energy Organization, Supreme National Security Council, and Foreign Ministry.[13] Because the suspension is codified in domestic law, any restoration of access requires navigating that statutory constraint, and Iranian officials have acknowledged that parliament's resolution is "binding" on the government.[14] IAEA Director General Rafael Grossi acknowledged the dilemma before the agency's Board of Governors, noting that Iran's new law must be reconciled with the country's continuing obligations under INFCIRC/214, the comprehensive safeguards agreement that derives from Iran's membership in the Nuclear Non-Proliferation Treaty.[15]

The IAEA has had no verified access to Iran's nuclear material since mid-2025. The agency last conducted in-field verification before the June 2025 strikes, and IAEA inspectors reportedly withdrew from Iran in early July 2025 following enactment of the suspension law.[16][17] Grossi stated publicly that the MOU, signed by both presidents, "expressly indicates that the nuclear part will be supervised, monitored, by the IAEA," but cautioned that conversations with Tehran about inspection logistics had "barely initiated." [18] A core unresolved question is whether inspectors will gain access to nuclear sites that were struck during the conflict, including facilities at Fordow, Natanz, and Isfahan. Iran has stated it will not permit IAEA visits to attacked sites.[19][20] The IAEA estimates that before the conflict, Iran held 440.9 kilograms of uranium enriched to up to 60 percent, well above the 3.67 percent limit of the now-defunct 2015 Joint Comprehensive Plan of Action and close to the 90 percent threshold for weapons-grade material. Iran has not informed the agency how much of that stockpile survived U.S. and Israeli strikes or where it is currently located.[21][22]

The talks at Bürgenstock represent the first high-level, structured diplomatic engagement between Washington and Tehran since the conflict that began in February 2026.[23] The U.S. delegation included Vance, special envoy Steve Witkoff, and presidential adviser Jared Kushner. Iran's delegation was led by parliament speaker Mohammad Baqer Qalibaf and included Foreign Minister Abbas Araghchi.[24] Qatar and Pakistan served as mediators and publicly confirmed that the two sides agreed on "a roadmap towards reaching a final deal within 60 days."[25] The 60-day period is described in the MOU as extendable with mutual consent, though the MOU's single page-and-a-half framework leaves significant gaps on core issues, including Iran's ballistic missile program, which the document does not address.[26] Whether IAEA inspectors gain physical access to Iran's declared and attacked nuclear sites before the 60-day window closes will serve as an early and concrete test of whether the MOU can be converted into a durable agreement.
